高忠礼伙同诈骗分子崔玲等犯罪团伙给本人脚带铁链、非法绑架、拘禁长达25天,本人连续三次报案，高忠礼至今仍逍遥法外、猖狂至极。试问长治市屯留区公安分局刑警队究竟是打击违法犯罪分子的利剑？还是犯罪团伙的保护伞？屯留区公安分局刑警队究竟肩负着什么职责？什么使命？

您好！
本实名举报人名叫刘天水，男，身份证号码：140424198103206811，住长治市屯留区吾元镇川底平村。
现将屯留区公安局刑警大队连康队长、三中队胡晓敏队长有案不立、有案不查、有罪不究，充当以高忠礼为首犯罪团伙保护伞的行为举报如下：
犯罪嫌疑人高忠礼以诈骗犯罪分子崔玲的“丈夫”为名，为崔玲骗取本人57万元血汗钱的犯罪行为“消灾解难”，于2021年12月27日中午12时许，伙同高忠辉、赵忠德将正行走在屯留区中医院大门口的我突然绊倒在地，当场鼻、嘴出血，本人问他们：“你们这是干什么？”赵忠德怒气吼道：“我们找的就是你！”。边吼叫边与高忠礼架着我的双臂强行将我绑架到他们的面包车内。拿衣服裹住我的头，将我拉到屯留区西堰村内，一下午裹着我头的衣服始终没放开，直至天黑，又从车内连架带拖将我绑架到一户小院的二层楼上的一间房子内，进入房内才将裹头的衣服去掉，这时本人发现崔玲也在房内。
25天来，不但每天有两人看管，而且每天24个小时用铁链将我拴在沙发上，白天黑夜不能脱衣服。每天仅给我吃两顿饭。
25天来高忠礼不间断去拘禁我的房间内拿着刀威胁、恐吓我，“钱你敢不敢要了？”“你敢不敢报案？”“如放出去你一旦报案，不但活埋了你，而且你全家一个也活不成！”“我们敢说敢干，说到做到！”
期间高忠礼又拿着刀在其房间的茶几、沙发上边猛插边威胁我按照他们的指意给我父亲打报平安的电话，高忠礼并用我的电话给我姐打电话，谎报我平安无事。
25天内，高忠礼拿着刀与崔玲强迫本人给其书写好的纸张（书写的内容我并不清楚，因他们用手捂着）上签字按手印。
直至25天后的2022年1月20日晚上，才将我的头拿衣服蒙住，用车拉到中医院附近将我扔下。本人恢复自由后，高忠礼还不断给我打电话进行威胁恐吓，不让本人报案。
因25天内，家里多次给我打电话，但电话在他们手里掌控着，我始终无法接听，由此而引起了我家人的警觉。我哥刘天明于2022年1月18日到屯留区公安局一楼大厅打110报警，刑警队三中队的民警张伟道：“你弟弟已三十多岁，况且电话一直通着，没什么问题”，这是第一次的报案情况。
第二次到屯留区公安分局报案情况：
由于高忠礼的威胁恐吓，当时本人的确不敢及时报案，但后来又反复思考，我家两代人几十年的积蓄被骗的精光，又在光天化日之下被他们肆无忌惮绑架、拘禁长达25天之久，太窝囊了！于是于2022年3月3日鼓足勇气到屯留区公安分局刑警队进行报案。
当本人向刑警队大队队长连康口述了本人被绑架的案情后，连康大队长不分青红皂白马上对本人进行训斥：“你小屌儿报假案就把你拘留了！”当时本人答道：“本人反映的句句属实，如果有半句假话你就拘留我！”连康大队长见到本人的坚决表态后，只好派一名叫张伟的警察拉着本人去西堰村绑架、拘禁我的院落房屋，见门上上着锁，张伟进了一家邻院，出来对我说：“这一家人不知道是谁的房子”。然后又开着车按照我的指引到高忠礼干活儿的地方屯留区嶷神岭工地转了一圈，并未找任何人调查落实就拉着我回了公安分局，做了一下询问笔录。然后就给被报案人崔玲通了电话，让她下午到公安分局刑警队跑一趟。
下午崔玲到了刑警队，张伟当着崔玲的面对着我讲：“崔玲已答应给你钱，但今天给不了，明天给”。
第二天上午本人到刑警队取钱，不但没有见到崔玲，张伟警官对我说：“你报的非法拘禁、诈骗两个案的证据都不足，没有办法给你处理，你到法院起诉把！”本人只好无奈地离开了公安分局，刚出公安大门，就看见绑架、拘禁我的高忠礼在公安分局门口不远的地方，本人急忙返回刑警队告诉了张伟警官。张伟说：“走，咱们叫他进来喝口水！”高忠礼看见张伟警官才慌忙开车离去。张伟并未采取任何措施，亲眼目睹、放任犯罪分子高忠礼离开，这就是第二次报案的情况。
第三次报案的情况：
针对刑警队不予受理立案的情况，本人几次咨询了数名律师及相关法律专业人士，当他们了解情况以后，均表明诈骗与非法拘禁两案均成立。
但苦于本人既是文盲，又特别老实，无奈只好找到我两位表舅，亲自与我到屯留公安分局直接找到分管刑事的王副局长，在王副局长亲自监督下，并责成刑警队连康大队长对两案立即进行侦查。连康只好安排胡晓敏中队长带着本人到拘禁我的现场进行调查取证。
现场犯罪团伙几人所抽的满地烟头，以及我在被他们拘禁时，我数次小便到几个塑料瓶中的尿液仍然在该房间沙发下边无人清理，现场几乎原封不动。胡晓敏警官不但没有对现场进行任何勘察取证，反而看见我从沙发下取出一瓶尿液及从地下检烟头后，并进行大声训斥：“你检这些东西干什么？把这些东西统统扔掉！”
第二天又直接去找王副局长，王副局长又亲自安排几位民警去现场勘察，并调取了相关痕迹证据。在这里需要注明的是：当公安人员刚到现场就碰见了两个河南民工正在准备清扫现场、消除“证据”，办案人员随即将这两个民工带回了公安分局。
现场烟头、数瓶尿液、匕首插的痕迹，两个河南民工这么及时、凑巧“清除现场”，再加上高忠礼在我第二次报案“凑巧”又在开着车在屯留区公安分局大门口，以及本人提供给刑警队的高忠礼与我数次通话记录，这么多证据及两次次“巧合”的疑点等相互印证，难道以高忠礼为首的团伙绑架、拘禁我的事实还不够清楚吗？况且该四犯罪团伙加上及时准备清除现场的两个人，除崔玲外就有五个河南人。如连康大队长及胡晓敏中队长能及时分别对六人分别各自审查，一切真相定会大白于天下。
但就这么一个十分简单明了的绑架拘禁案，在连康、胡晓敏二人手中却成了“疑难杂症”？
试问：
- 连康作为一名刑警队大队长为何在见本受害人第一面时就口出脏话:“你小屌要报假案就拘留了你。”对我进行威胁恐吓？
- 为何在本人报案时高忠礼能这么“凑巧”胆大妄为到公安分局大门口“等”本受害人？为何中队长安排的民警张伟在公安分局大门口见到该团伙首要分子高忠礼时不采取任何措施？任其扬长而去？这究竟是为什么？
- 胡晓敏安排的张伟警官在他的办公室当着崔玲的面表态：“崔玲已答应给你钱，但今天给不了，明天给。”为何第二天我去了既见不到崔玲的面，更见不到钱，却让到法院，这又是什么原因？
- 为何胡晓敏中队长及其安排的张伟，两次去现场，对任何线索不调查？不了解？不取证？其中动机、企图何在？
- 王副局长安排干警去现场取证时，恰巧碰见两位河南民工准备清扫现场？这两位河南民工是谁安排的？早不打扫，迟不打扫，而在王副局长亲自安排勘察现场时去打扫？究竟是犯罪嫌疑人的神机妙算？还是刑警队内部出了“内鬼”？给其通风报信？
- 当本报案人向连康大队长提出：能否先行向诈骗分子崔玲追缴回骗取的钱？连康怒气冲冲回答：“我们只管抓人，还管给你要钱哩？”
《公安机关办理刑事案件程序规定》、《刑事诉讼法》、《刑法》均有以下明确的条款规定：
1、对报案人三日之内给予做出受理回执；
2、七日之内做出是否立案的决定；
3、公安机关有责任、有义务给受害人追缴经济损失；
本受害人到屯留区公安分局刑警队报的是高忠礼、崔玲严重涉嫌绑架、非法拘禁，崔玲严重涉嫌诈骗两案，两案紧密相连，但其刑警队目前仅对涉嫌诈骗的崔玲采取了刑事拘留措施，并未对高忠礼及其同伙采取任何措施。本报案人至今不用讲两案的立案决定书，就连两案的受理回执都没有接到。为本人追缴经济损失更是无从谈起。这究竟是为什么？
上述法定的程序及法律规定是公安机关一般干警理应掌握的必备业务常识。何况连康还是作为刑警大队的大队长、第一责任人，难道连起码的法定程序及法律规定都不懂吗？
究竟是连康及胡晓敏是不懂公安机关办案的业务常识？还是与该犯罪团伙之间存在“利益输送”的重大嫌疑呢？

连康、胡晓敏二人不仅各自作为一名公安干警，而且一位身居刑警大队的大队长、一位身居中队队长，并且同时主办该案、上下主要负责人，为何在全国政法队伍教育整顿继续保持高压、常态下，竟敢在报案人受害人三次报案的情况下，在王副局长的亲自督促下对以高忠礼为首的这一手段之残忍、情节之恶劣、社会影响极坏的犯罪团伙，压案不查，有罪不究，甚至公开包庇、纵容该犯罪团伙，使其继续逍遥法外。这种“助纣为虐”的行为实属败坏了公安机关的形象，实属玷污、践踏法律。二人究竟收取了高忠礼这一犯罪团伙多少“黑心钱”？连、胡二人配做一名人民警察吗？其二人又是如何走上屯留区公安分局刑警大队大队长、中队队长这么重要的岗位上的？
